Ok, I've confirmed my C:\Windows\System32\inetsrv\config\applicationHost <applicationPoolDefaults> network services are set to false... the C:\Windows\ServiceProfiles\NetworkService\AppData\Local\Temp folder has the "CREATOR OWNER" and "IUSR" users.
I did the following...

%windir%\system32\inetsrv\appcmd set appPool "DefaultAppPool" -processModel.loadUserProfile:false

Try the following:

%windir%\system32\inetsrv\appcmd set appPool "DefaultAppPool" -processModel.loadUserProfile:false

OR assuming your ASP page has anonymous authentication enabled:

icacls %WINDIR%\ServiceProfiles\NetworkService\AppData\Local\temp /grant IUSR:(CI)(RX,WD,AD)
icacls %WINDIR%\serviceprofiles\networkservice\AppData\Local\Temp /grant "CREATOR OWNER":(OI)(CI)(IO)(F)
