IIS8.5 UTF-8 Support for CGI Variables

How do you enable support for UTF-8/Unicode in CGI variables?
The Below fix for version IIS 7.5 does not appear to have any effect on IIS 8.5
reg add HKEY_LOCAL_MACHINE\System\CurrentControlSet\Services\w3svc\Parameters /v FastCGIUtf8ServerVariables /t REG_MULTI_SZ /d REQUEST_URI\0PATH_INFO
The hot fix above also is not applicable to the system I am running, Server 2012 R2 & IIS 8.5.
How do I solve this issue?

The command line configures the FastCGI extension to use UTF-8 encoding when setting the REQUEST_URI and PATH_INFO server variables.
Where you contain utf-8 characters? Please make sure if you need to add other server variable to support it like Query_string.
And I think you can try using URL Rewrite module to achieve this.
