How do I set open_basedir correctly on windows/IIS

As the subject says; how do I configure open_basedir correctly under windows/iis(6)?
I have tried several different suggestions on the Internet, none of them work, here my last test configuration for example:
;open_basedir = "C:\Inetpub\site1;C:\Inetpub\site2;C:\Inetpub\site3;C:\Inetpub\site4;C:\Inetpub\site5;C:\WINDOWS\Temp"
and so forth but it's not working and folders/files on deeper levels are blocked.
Is it also possible to use a wildcard on the open base directive in the php.ini file?
How do I set the correct syntax and configure this the right way?
Any help in the right direction much appreciated!

First, that's a PHP command so neither Windows nor IIS cares about it. First guess is you're not providing proper permissions for the folders and paths in question, but it's a question for a PHP forum for a better answer.
