imagettftext cannot find font

I have a script that is part of a Wordpress Plugin. (Realy simple Captcha for Contact Form 7) it uses the imagettftext function to generate a small image with letters in it for the captcha. I have done everything thing I can think of to correct the issue
with this script to get it to work to no avail. even tried adding the fonts to the fonts folder and creating a c:\winnt\fonts folder and putting them there. The script does work properly on a wamp server.
The Server is Server 2012 with iis8, I have both php 5.4.17 and 5.3.24 installed (what is installed through web platform installer)
Excact error is:
Warning: imagettftext(): Could not find/open font in \wp-content\plugins\really-simple-captcha\really-simple-captcha.php on line 111

I would recommend using ProcMon from the Microsoft SysInternals suite to find the location where your application is looking for the font.
You can run it off of http://live.sysinternals.com/Procmon.exe and create a filter for Path > Contains > [Font name] and browse the page.
Once you know the location you can simply drop the ttf files into that directory.
