First, make sure you use the 1.1 version of that migration tool, http://www.microsoft.com/en-us/download/details.aspx?id=1792. It fixed many known issues.
Second, read its help file carefully, and open support case via http://support.microsoft.com if you cannot find how to resolve an error.

Nov 06, 2012 03:19 PM|LINK
I'm using the IIS migration tool to migrate a few old websites from Windows 2000 to a new Windows 2003 VM, and I keep getting the following error:
The IIS Migration Tool was unable to open the metabase key /LM/W3SVC/Info.
Call was rejected by callee.
I tried searching and I cannot find a reason for this error. Can someone please help me out?

Anyone? I'd be open to doing this another way also, but I don't know that much about IIS.

Hi,
For this error, I guess it might be related to permission issue. Try run tool as a administraotr.
The document below about Migrate IIS Web Sites to IIS 6(the No. of IIS version on windows 2003 is 6) elabroates the migrating procedures:
http://www.microsoft.com/technet/prodtechnol/WindowsServer2003/Library/IIS/0d8a99e5-05d9-4e6b-a1c2-4aec677f7ecb.mspx?mfr=true
Aprat from above, you also can do it manually:
