I am looking for a solution for caching a smooth streaming content fragments and I found that I can use IIS Smooth Streaming Configuration for doing server caching or using ARR as well.
One question pops up in my mind, do I need to use ARR? (since my purpose of concerning using ARR is just caching the media fragments?) Also I think I do not need CDNs because my streaming is not world wide.

ARR could help cache smooth streaming content fragments, but it is not the only option. Whether using arr is best practice depend on your detailed enviroment. Have you checked my reply in
