Is it possible to submit a hosted web app to the Microsoft Web App Gallery?

Of course one would like to understand the rational behind such a policy. Needless to say, from "my" (limited) viewpoint, I fail to see the reason. From Microsoft's viewpoint I can see that non-hosted apps require the app "buyers" to have their own IIS
and often SQL Server installations and that equates to Microsoft income in terms of license fees.
Of course Microsoft doesn't have to respond if it feels it is not worth its while.

freely available components (IIS, SQL Express, various frameworks), so obviously outside the end user running a Windows OS, the Web Gallery doesn't directly derive revenue from app installs via WebPI and WebMatrix
