One way to do this is, write a simple managed UI app with hidden window and which starts/launches iisexpress and waits for parent process (cmd prompt) to exit. on parent process exit event, this would stop iisexpress.

There is a related discussion on stackoverflow.com that you might want to look at.

You could use a two stage method for your system try cmd /? to get what is possible.
A) Begin start.bat echo Start shell into cmd.exe with cmd options then use this console to do next steps.
B) The console has been created launch the IIS.bat file the directory that passes the command lines
to iisexpress.exe your fall back is to the parent console.
C) The termination of the Console will be the ending part of the start.bat echo done.
I did not find a hide command so may be this is an alternate for this project.
I have a suggestion there is a third party company product.
The company is Nirsoft Software he has a command prompt tool called nircmd.
The tool has features that might help with your current project.
You can find the site by searching via (google or bing) for nirsoft net and nircmd.
I suggest that you check the information out and decide if it helps.
Disclaimer: This is not a "Microsoft" product or recommended support solution.
The price of the tool is Donation Ware Free.
Special consideration you need to allow an exeception to your "Anti-Virus" or "Microsoft Security Essentials"
they may object on the first run of the tool.
Post questions to this thread.

I hope this is not over kill for the question.
I suggest you check this out by search (google or bing) ntwin hstart or hidden start.
You may find the tool "Hidden Start - Run Console Applications & Batch Files without any Window in the Background"
of use the program is called hstart and is free with a size of 36 kb.
The program is at ntwin and has command lines
like the following "hstart /RUNAS /NOCONSOLE "D:\Batch Files\Requires_Admin_Privileges.bat"
