Need help installing Joomla on WIMP

Hello, I need help with the following Install on Vista SP2.
IIS7 FastCGI Update KB980363 v2
IIS7 Administration Pack
PHP NTS Win32 v5.32
MySql Essential Win32 v5.1.48
MySql GUI Tools Win32 v5.0 r17
All of above installed successfully and working under IIS7 with FastCGI enabled.
The problem is with the installation of 'Joomla Full v1.518' - am following these instructions...
It fails after submitting the database information at Step 5 from above link - it churns aways and only ever returns a blank page instead of the FTP Configuration page shown at Step 6.
I suspect it is a permisssions issue because nothing is getting wrtten to the 'configuration.php' file as laid out in the instructions. I've enabled read and write for IIS_IUSERS and also tried giving full control to both users and system administrators but
to no avail.
Any recommendations appreciated.../thanx John

an easy way to install Joomla is using Web platform installer where all the dependencies such as installing PHP /MySQL as well as file permissions are set up by the installer . You can install Joomla 1.7 from here :
