FPSE is gone, what to do next?

Presently, we host multiple sites on IIS 6 with FPSE as the way we manage user permissions and content migration.  With the only option to use FPSE on IIS 7 being a third-party fix, we're not too keen on that idea.

With a content publishing requiment consisting of both internal and external users hitting a machine that is not in the domain (it's a public-facing box in the DMZ) is WebDAV or FTP a better choice?  We're not really looking to WSS or any of its cousins as a possibility here.

Thanks for any help on this.

    We suggest WebDAV,

But FTP 7.5 is also good to use.

Forgive my ignorance here, but doesn't WebDAV rely on the domain?  With our server in the DMZ, we'll only be using account local on that server.  We also have a few external consultants who will publish some content and definitely don't have a domain ID of any kind.

No, WebDAV does not depend on domain, local users are okay.
