Seeking low cost options for IIS

I need to set up a box with which I can develop since I have not been able to get the front page server extensions to work on my SBS-08 server. So I need to figure out another solution to be able to develop and maintain a classic ASP application with Visual Web Developer. Are there any low cost options available without having to purchase a full server license?
