"Localhost" vs IP in URL - Problem with IP

I cannot display any of my pages (XML & ASPX) when I enter my server's IP address in the URL but I can display when I enter either "localhost" or the local "192" IP of my server.  I have opened port 80 in my NetGear router and I am hardwired into the router. This is Vista Home Premium.

What does that mean?  Is there an error message?  What happens exactly?

The error message is:  Internet Explorer cannot display the page.  FireFox says that the "connection was reset".  This is a problem only when I attempt to access using the external IP.  It is not an issue with 'localhost' or with the local IP (192.168.1.4).  I opened port 80 on my NetGear router and I allowed port 80 through Windows Firewall.

    Hi,

Please make sure the site bindings are all unassigned IP address. For more information about troubleshoot this issue, please check the following article:
