The best I can think is a vey unlikely case of corrupted MSi that is maybe cached locally or between your machine and microsoft download center.
That would explain why it fails to install. The MSI log file doesn't appear to give comprehensive information about corrupted files (though you can open the log file and let me know if there is anything actionable in there)
If you have a public place were you could post your MSI copy so I can download it from there and see if it indeed is corrupted. Alternatively, you could find a tool to generate a hash of your file and let me know what the hash is. I could check the hash against the working copy..
