All of the above, plus get to know the GUI. Apache/Linux is a command line world (okay, Unix is, most Linux distros are GUI heavy...) but Windows has always been a GUI environment.
Pretty much, I end up using multiple options, Appcmd is a major tool, as is Powershell. I rarely use the web management service, but have a lot of scripts in VB Script that use WMI. Your experience may vary of course. :)
