Hi Junglefish, The symptoms are strikingly similar to virus infection. Could you perform a system scan with your favorite anti virus (make sure its up to date).
There are some helpful links on this problem, all over the web like this

From our end, we will investigate this issue internally. Please post back your comments after you have finished scanning your system for potential infections.
When you launch Web PI from many sites you'll actually be installing our launcher. This launcher determines whether you have .NET Framework 2.0 on your machine and then launches the architecture appropriate version of Web PI. We have heard several times
that the launcher is acting weird in certain circumstances. We're adding better tracing of this launcher in our next release so we can debug it.
But in the meantime, once you have .NET Framework 2.0 on your machine, try launching the MSI directly (links provided below).
I've installed .NET Framework Version 2.0 (from here http://www.microsoft.com/downloads/thankyou.aspx?familyId=0856eacb-4362-4b0d-8edd-aab15c5e04f5&displayLang=en).
I then installed the WebPI, from here http://download.microsoft.com/download/B/A/D/BAD203B3-EF77-469E-9483-E0329590BBC3/WebPlatformInstaller_x86.msi
So far so good.
But when I run the WebPI I get this error message, "Unable to download the Web Platform product list from https://go.microsoft.com/fwlink/?LinkID=142915. Check your network connection and try again...."
Yes, I can hit the URL 'https://go.microsoft.com/fwlink/?linkid=142915' in my browser, although it resolves to 'http://www.microsoft.com/web/webpi/2.0/WebProductList-beta.xml'
Based on the feedback in this forum we were able to track down the issue and are working on a new build to be published very soon (I will make an announcement on this forum).
Thanks for the feedback and we think we have a fix for you! Please try the new build below and let us know if you are now able to connect up to Web PI.

I ran into a problem with the wpilauncher.exe.

Just full-system scanned with VirusScan, and it's all clean.
I am behind a fairly secure firewall. Could that be the issue?
