    .NET changes 64 bit box, 32 bit mode.

    I have a site in an app pool set to use 32 bit mode (on a 64-bit server).  Using IIS Manager at the site level, if I make any .NET changes, for example the machineKey, it will always apply it to the 64-bit version of the framework instead of the 32-bit version of the app pool.  Is this behavior by design?
