However, my Perl scripts are unable to make network connections (e.g. SMTP or any IO::Socket call). Is there some configuration or security setting I need to be making to enable this? Thanks in advance Horace

However since Perl.exe is not a FastCGI now, we recommend running Perl in the default way.
